On April 14, 2021, the European Commission for Standardization (CEN) released a revised version of the toy safety standard EN 71-3: EN 71-3:2019+A1:2021 "Safety of toys - Part 3: Migration of specific elements". The standard EN 71-3:2019+A1:2021 will be given the status of a national standard for CEN member countries, and conflicting national standards will be replaced by October 31, 2021 at the latest. This standard is expected to be approved by the European Commission soon and will be listed as a coordinated standard for the Toy Safety Directive 2009/48/EC after being published in the Official Journal of the European Union (OJEU). At present, the corresponding effective coordination standard is still EN 71-3:2019. The revised standard mainly includes two changes: 1. The new version of the standard adopts the new limit requirements for the migration of aluminum elements in the 2009/48/EC Revised Directive (EU) 2019/152 0173 38402 published in the Official Journal of the European Union on November 19, 2019 (effective from May 20, 2021). As follows: ● Class I toy materials: The migration limit of aluminum has changed from 5625 mg/kg to 2250 mg/kg; Class II toy materials: The migration limit of aluminum has changed from 1406 mg/kg to 560 mg/kg; Class III toy materials: The migration limit for aluminum has changed from 70000 mg/kg to 28130 mg/kg. The old hexavalent chromium limit (0.2mg/kg for Class III toy materials) in the new version has been removed and only the new limit has been retained. According to the revised directive (EU) 2018/725, the new limit for hexavalent chromium in toy products (0.053mg/kg for Class III toy materials) has been in effect since November 18, 2019. The requirements for specific element migration limits in toy materials in EN 71-3:2019+A1:2021 are as follows: Kind reminder: This new version of the standard is expected to be included in the list of EU harmonized toy standards soon. According to EU regulations and new standards, the limit values for aluminum migration in various types of toy materials have been tightened several times, indicating that the EU's supervision of toy products will continue to strengthen. In this regard, toy related enterprises should promptly test their products in accordance with new requirements to ensure compliance with export regulations p> Elements Class I: Dry, Powder soft toy material (mg/kg) Class II: Liquid or viscous toy material (mg/kg) Class III: Scrapable toy material (mg/kg) Aluminum (AI) 5625/2250a 1406/560a 70000/28130a Antimony (Sb) 45 11.3 560 Arsenic (As) 3.8 0.947 Barium (Ba) 1500 375 18750 Boron (B) 1200 300 15000 Cadmium (Cd) 1.3 0.3 17 Trivalent Chromium (Cr III) 37.5 9.4 460 Hexavalent Chromium (Cr VI) 0.02 0.005 0.053 Cobalt (Co) 10.5130 Copper (Cu) 622.5 156 7700 Lead (Pb) 2.0 0.5 23 Manganese (Mn) 1200 300 15000 Mercury (Hg) 7.5 1.9 94 Nickel (Ni) 75 18.8 930 Selenium (Se) 37.5 9.4 460 Strontium (Sr) 4500 1125 56000 Tin (Sn) 15000 375 50180000 Organic tin 0.9 0.2 12 Zinc 3750 938 46000 a: The new aluminum element transition will be executed on May 20, 2021 p> The content of the above article is a partial list.
